Ozaukee County Judge sues chief judge amid open records dispute

WAUKESHA – Ozaukee County Judge Joe Voiland, whose 2016 misconduct claims against county court officials led to two investigations, has filed a lawsuit against another judge in the latest twist to the bizarre courthouse saga, Eric Litke of the (Appleton) Post-Crescent has reported.

A 15-month state Department of Justice inquiry ended abruptly in September 2017 when Voiland stopped cooperating. Chief Judge Jennifer Dorow, who oversees the four-county district that includes Ozaukee County, then ordered a second investigation in February. It ended in July with no finding of wrongdoing.

Voiland then requested documents related to the second investigation, noting the report mentioned a review of documents but did not include them, Litke wrote. He sent records requests to Dorow and Director of State Courts Randy Koschnick.

When he hadn’t received records to his satisfaction by Nov. 20, Voiland filed a petition against Dorow in Waukesha County Circuit Court asking that a judge order her to turn over the records and award him attorney fees and punitive damages.
