MADISON – As Gov. Tony Evers and state lawmakers work toward passing a 2019-21 budget, the Wisconsin Policy Forum has published a new report and a online glossary of budget terms that it hopes will help to “demystify the process.”

The state budget is typically the most important piece of legislation passed in each session, but it’s also one of the most confusing and intimidating. By stripping away the budget jargon, the Wisconsin Policy Forum report shows the process and concepts involved are actually fairly simple.

In its new glossary, the Policy Forum defines and offers background information on dozens of terms commonly used in state budget documents. Some of those terms include the general fund, levy limits, fiscal year and accrual accounting.
